GUWAHATI: Association for Democratic Reforms and Assam Election Watch (AEW) have analyzed the vote share for all 126 constituencies in the assembly elections held in 2016.
The ADR report states that among the major parties, out of 60 winners of BJP, 10 (17%) have won less than 35% of the votes of the total registered voters in the constituency.
A the same time, 7 (27%) out of 26 winners from Congress; 7(58%) out of 12 winners from BPF; 6 (46%) out of 13 winners from AIUDF; 2(14%) out of 14 winners from AGP won less than 35 % of the votes of the total registered voters in the constituency, which shows that many of the elected MLAs do not enjoy the majority's support.
Tasaduk Ariful Hussain, the State Co-ordinator of the ADR, told InsideNE: "The purpose of this report is to generate awareness on the voting pattern and on the fact that many of our MLAs don't even represent 40% of the voters."
As per the ADR report, the winners of the Assam State Assembly elections in 2016 won by an average of 47.34 % of the total votes polled, while in 2011, winners won by an average of 45.66% of the total votes polled.
While 50 (40%) of the winners won with 50% and above of the total votes polled in their constituency, 76 (60%) winners won with less than 50% of the total votes polled in their constituency.
Somewhat glaringly, as many as 5 (36%) out of 14 winners with declared criminal cases have won with a vote share of 50% and above, while 34 (47%) out of 72crorepati winners have won with a vote share of 50% and above.
All the winners of the Assam State Assembly Elections, 2016 won with an average of 40.07% of the total registered voters. This implies that the winners represent on average 40.07% of the total electorate.

While 3 winners have won with a margin of victory of fewer than 500 votes, 2 winners -- BJP's Siddhartha Bhattacharya and -- have won with more than 50% of the margin of victory.
13 out of 14 winners with declared criminal cases have won against a runner-up with a clean background. Among these 13 winners, 3 winners won with more than a 20% margin of victory.
Among these, Shiladitya Dev (BJP) from the Hojai constituency won with a 29% margin of victory.
Among the 126 winners, 8 were women and all of them won with 35% and above of vote share in their constituencies. Among the women winners, Pramila Rani Brahma (BPF) from Kokrajhar East Constituency won with the highest vote share, 55.34%, in her constituency.
The percentage of vote share was calculated by dividing the votes polled for the winner by the total number of valid votes polled.
In the ADR report, the percentage of representation was calculated by dividing the votes polled for the winner by the electorate i.e. the total number of registered voters. This value represents the percentage of votes won by the winning candidate among the total number of registered voters in the constituency.
The voter turnout for the Assam Assembly election 2016 was 84.6%, whereas voter turnout in 2011 was 75.9%.
The 2021 Assam Legislative Assembly election is the 15th quinquennial legislative assembly election scheduled to be held in Assam from March 27 to April 6 in three phases, to elect 126 MLAs to the 15th Assam Legislative Assembly.
