The order stated that not wearing headgear (helmet) is in flagrant violation of Section 129 of the Central Motor Vehicle Act, 1988, and punishable under Section 194(D).

The order stated that the step has been taken following many reports that many two-wheeler riders do not use helmet causing fatal accidents in the district. It further stated that the step 'no helmet, no fuel' has been taken for better enforcement of the provisions of the Act.
