The National Register of Citizens Co-ordinator Prateek Hajela has finally broken his silence on the day of the publication of the final draft of the 'definitive document of citizenship'. Hajela, who has repeatedly come under attacks from various corners during the process, explained how the NRC authorities came to exclude over 19 lakh people from the NRC.
The Co-ordinator, through a statement, said that the process of the receipt of NRC application form started during the end of the month of May, 2015, and ended on August 31, 2015.

He further informed that a total of 3,30,27,661 members applied through 68,37,63 applications. The particulars submitted by applicants were taken up for scrutiny to determine eligibility of their infusion in NRC, said Hajela.
The exercise of NRC update is a mammoth exercise involving around 52,000 state Government officials working for a prolonged period.
"All decisions of inclusion and exclusion are taken up by these statutory officers. The process of the NRC was started in Assam as per the orders of the Supreme Court of India in 2013. Since then, the apex court has been closely monitoring the entire process", Hajela informed.
The NRC Co-ordinator further informed that as per orders of the SC, draft NRC (complete draft) was published on July 30, 2018, wherein 2,89,83,667 numbers of persons were found eligible for inclusion.
"Thereafter, claims were received from 36,26,630 persons against exclusion. Objections were received against inclusion of 1,87,633 persons who names had appeared in the complete draft. Another additional draft exclusion list was published on June 26, 2019, wherein 1,02,462 were excluded", he said.
Hajela said that after taking into account all the persons all the persons already included and after disposal of all the claims and objections and proceedings under Clause 4(3), it has been found that a total of 3,11,21,004 persons are found eligible for inclusion in the final NRC, leaving out 19,06,657 persons, including those who did not submit claims.
These figures reveal a rather interesting picture as out of the nineteen lakh deducted, almost four lakh people (actual number: 3,95,888) did not even apply for inclusion in the NRC. Actual deduction after scrutiny? 15,10,769.
Meanwhile, Hajela has stated that the entire process of NRC update has been meticulously carried out in an objective and transparent manner.
"Adequate opportunity of being heard has been given to all persons at every stage of process. The entire process is conducted as per statutory provisions and due procedures followed at every stage", he added.
