The Tripura Tribal Areas Autonomous District Council (TTAADC) will have to wait for its share of direct funds after the parliamentary standing committee, which was formed to make recommendations for the 125th constitutional amendment did not recommend for the same in its reports. The report submitted on Thursday also recommended the changing of the name of Tripura Tribal Areas Autonomous District Council into Twipraland Territorial Council.
The report also extended support to the government’s decision of increasing seats from 30 to 50, but it did not support the demand of direct funding raised by many of the regional political parties, including ruling IPFT.

According to the recommendations made by the high power committee, in the 50-member council, 44 of them would be elected along with 6 Governor-nominated members.
The committee also recommended the inclusion of a three-tier elected executive akin to the Panchayati Raj system in the scheduled areas. Right now, there has been no executive body like Panchayat in the ADCs, the committee observed that to carry out welfare activities there was a need of such body in the ADC areas too.
On the direct funding issue, the committee observed that the present system of fund devolution was best suited for the ADC areas for well functioning and proper use of the funds.
However, it has been presumed that the government would pass the bill in the ongoing session so that the nomenclature change comes into being before the ADC polls. And, as far as the seat increase is concerned, it may come out as a time-consuming process.
It is also to be mentioned here that the parliamentary committee had met almost all leaders, civil society members and governments of the North-Eastern region before submitting its report.
