According to reports, India's Deputy High Commissioner in Islamabad, Gaurav Ahluwalia, met the retired Indian Navy officer on death row, Kulbhushan Jadhav, at a sub-jail after Pakistan formally granted consular access to him. This was "in line with the International Court of Justice judgement".
This is the first time India got access to Kulbhushan Jadhav since his arrest by Pakistani security forces in March, 2016. He has been kept in an Islamabad jail ever since.
Pakistan claims that the former Navyman was arrested from Balochistan province after he reportedly entered the region from Iran to "foment unrest."
Although the Indian Government has admitted that he is an ex-navyman, it had denied that he was involved in spying activities.
The Indian Government had demanded "immediate, effective and unhindered" consular access to Jadhav from Pakistan, however, it is not known if that access was provided without the access of Pakistani officials.
It may be mentioned here that tensions between India and Pakistan have spiked after the Indian Government's decision to revoke Article 370 and 35A, which provided safeguards to Kashmiri citizens.
Meanwhile, the International Court of Justice, on July 17, directed Pakistan to stay Jadhav’s execution and allow him consular access.
