Manipur: Imphal businessman honored as first property taxpayer

In a significant move towards civic responsibility and public service, the Imphal Municipal Corporation (IMC) has honored Takhellambam Chandan Singh, a local businessman, as the first taxpayer of property tax in the city. The felicitation ceremony took place at Singh’s residence in Chingmeirong, located in the Imphal East district.
During a media briefing held alongside the event, Municipal Commissioner Joyce Kemp highlighted that the Manipur Municipalities Property Tax was formulated back in 2019. However, its implementation across the state is still pending. Kemp explained that the tax collection will commence once the current Model Code of Conduct is lifted.
Kemp acknowledged Singh, son of the late T. Tomchou Singh, for his proactive decision to pay the property tax even before its official rollout. To commend his initiative, Singh will receive a 20 percent rebate on his total tax dues.
"The IMC has laid the groundwork and is ready to implement the tax collection as soon as the Model Code of Conduct is withdrawn," Kemp stated. She also emphasized the potential financial impact, noting that the state government could generate approximately 16 crore rupees annually from property tax revenues.
Kemp urged residents to fulfill their tax obligations regularly, underscoring the importance of property tax as an annual duty for landowners. The funds collected will be vital for the development and maintenance of civic amenities and infrastructure, including drainage systems and parks, ensuring a better quality of life for the community.
The IMC's recognition of Singh sets a precedent and encourages other residents to follow suit, highlighting the critical role of citizen participation in municipal governance and development.
