Locals residing along National Highway (NH)-37 between Langjing Patsoi Part 1 to Khumbong have initiated a road blockade, protesting the deplorable condition of the highway. The blockade, which began on December 13 condemned the government's inaction in repairing the road despite its hazardous state.
The Joint Action Committee, NH-37, spearheading the movement, intensified their efforts by submitting a memorandum to Chief Minister N Biren Singh on December 14. Despite a meeting with Works Minister Govindas Konthoujam, the protestors remain dissatisfied with the response and have pledged to continue the movement for another week.
A member of the JAC expressed their disappointment, stating that the minister had indicated that the state government lacked the authority to undertake the reconstruction directly. The responsibility, according to the minister, lies with NHIDCL, and the transfer of construction duties to the state government could take up to six months. Unimpressed by this explanation, the protestors are determined to persist with their agitation.
The memorandum submitted by JAC outlines several demands, including an immediate assurance for the construction of the NH-37 section from New Keithelmanbi to Oriental College Gate as part of a long-term plan. They also call for the completion of this portion within 20 days or sooner, action against the responsible agency, NHIDCL, for the delay causing public inconvenience, and a commitment to expedite construction at the risk and cost of other individuals/agencies.
NH-37, a vital lifeline for Manipur, especially the stretch from New Keithelmanbi to Oriental College Gate, has been marred by neglect for over a year. The highway, an essential route for heavy transport, passenger vehicles, and private vehicles, has been in disrepair since the initiation of the National Highway expansion project two years ago.
The construction, which began then, was halted within 5/6 months, leading to a deteriorating road condition characterized by irregular shapes, mud, dust, and hazards to public health. The locals, deeply affected by the dangerous conditions, have experienced numerous road traffic accidents resulting in loss of lives and injuries, holding the government responsible for the unfortunate incidents.
In response, a public meeting was convened on December 13, 2023, at Patsoi Part-1, where the Joint Action Co-ordinating Committee, NH-37, Imphal West, was formed. The committee resolved to submit a memorandum to the concerned authorities, urging prompt attention to their grievances outlined in the charter of demands. If the concerns are not addressed within the stipulated time, the protestors warn that the ongoing movement will escalate further.
