On October 21, 1959, a police party from the 3rd Battalion CRPF, commanded by DCIO Karam Singh, was patrolling the border in the Hot Springs area of Ladakh at an altitude of 15,000 to 16,000 feet above sea level when they were ambushed by Chinese forces. As a result, ten brave police personnel were killed, while seven others sustained injuries and were captured.

Following the incident, the Annual Conference of IGPs of States and UTs in 1960 passed a resolution recognising October 21 as Police Commemoration Day.
