DIMAPUR: The Dimapur district administration has banned the entry of any traveller/returnee without a negative report of COVID-19.

A day after the Nagaland government issued new unified guidelines, the Dimapur district administration has released directives and standard operating procedure (SOP) for strict enforcement.

 

"Any traveller/returnee required to present a negative COVID-19 test report (RT-PCR/TruNat/CBNAAT not earlier than 72 hours) or a COVID-19 vaccination completion certificate (both doses should have been taken) at the point of entry (PoE), which includes Dimapur Airport, Dimapur Railway Station, and Dimapur New Field Check Gate, among others," the order said.

The order further stated that a negative Rapid Antigen Test (RAT) report irrespective of the time of testing or vaccination of the first dose only will not be accepted.

Both returnees/inbound travellers will be required to sign an undertaking/declaration and will be subjected to paid or home quarantine for a minimum of seven days.

If a returnee/inbound traveller from Nagaland arrives without a negative COVID-19 test report or a COVID-19 vaccination completion certificate, he or she will be expected to undergo RAT at the PoE on a payment basis; if the test is positive, the traveller will be put in home isolation or admitted to a private hospital or government health institution; if the test is negative, would have to undergo RT-PCR/TruNat/CBNAAT COVID-I9 test.

Any returnee/inbound traveller who is found to be symptomatic upon arrival, even if he/she has a negative COVID-19 test report (within 72 hours) or a COVID-19 vaccination completion certificate will immediately be tested at the government-approved rate.

In the case of transit passengers returning by road, air, or train to any other North East State, the person concerned must have a Negative COVID-19 Test Result via RT-PCR/TruNat/CBNAAT (not earlier than 72 hours), or a COVID-19 Vaccination Completion Certificate, and must also meet the criteria of the final destination State's SOP, otherwise, the individual in question would not be able to enter Nagaland.

Patients and attendants would be allowed entry if a COVID-19 negative report test was produced, and a prior appointment with the concerned hospital was made.

Patient and attendants will be required to enter the hospital in the case of a critical medical emergency requiring immediate admission.

Upon arrival at the hospital, however, such a patient will be checked and given medical attention when required.

Movement of people into Dimapur district from other Nagaland districts would be allowed as long as they followed COVID guidelines at all times when moving from one location to another.

Outside containment areas, social/academic/entertainment /cultural/political/religious places of worship/functions will be limited to 30 % of seating capacity or 100 people, whichever is lower.

Festivals of any kind would be held to a bare minimum, and if a crowd of more than 100 people gathered in an open area, approval from the District Task Force (DTF) would be needed.

After a proper medical screening of the drivers and attendants of goods vehicles entering or transiting through the state, movement of those vehicles will be permitted through the mentioned point of entry.
