The Centre on October 31 had said it is yet to conclude talks with the Nagaland insurgent groups and will consult all stakeholders, including the states of Assam, Manipur and Arunachal Pradesh, before finalisation of any settlement.

Meanwhile, the Central Government has been unable to reach a settlement with the NSCN (IM), the largest insurgent group in the state. Ravi has accused the outfit of stalling the discussions over the contentious issue.
