APPSC paper leak scam: ANSU announces 12-hr capital bandh over non fulfillment of demands

Arunachal capital going to witness 12 hour bandh call given by apex students body ANSU over non fulfillment of it's demands in the ongoing CBI enquiry on Question paper leakage scam in state service commission. Home minister of Arunachal urged ANSU to withdraw bandh but the  student union are adamant and have denied the request. 


All Nyishi Students Union (ANSU) has declared the first phase of the 12-hour ICR bandh on December 27 from 5 am to 5 pm following the failure of the state government to address 13-point charters of demand in connection to the APPSC question paper leakage scam.
Earlier the mass protest referendum rally was organised by ANSU over the scam in service commission. 


Addressing the media, ANSU President Nabam Dodum said that the union along with the aggrieved aspirants under the banner, 'Pan Arunachal Joint Steering Committee-APPSC' has waited almost 4 months and the state government is yet to fulfil their demands.
 He said that the lackadaisical attitude and the delay in accepting the entire 13-point demands by the state government is the prime reason the union had to come up with the bandh call. And, if the demands are not addressed after the first phase of the bandh call, the union will continue its democratic movement further.

"We expected that the appeal of the aspirants was being heard and positively responded to. But, now, it seems that the assurance of the state government is just an eyewash tactic. Moreover, the union and the aspirant are not satisfied with the recent cabinet decision on the APPSC paper leakage issue," he said, adding that the cabinet has only addressed a few points from the 13-point demands of the union.
Recently, the state cabinet made the decision to initiate a fast-paced departmental inquiry against government officials involved in the APPSC paper leakage issue and to frame rules for the implementation of the whistle-blower Act and a grievances cell of APPSC to be overhauled and strengthen.

"The entire demands of the union should be met in one go and not in a phase-wise manner. ANSU is hell-bent to resolve the matter and will ensure it unless the demands are not fulfilled," he added.

The APPSC paper leakage came to light on 29 August, 2022 after a written information was received by the police from one Gyamar Padang, a candidate of the APPSC AE examination, claiming that the question has been leaked. 

Earlier, the police had arrested APPSC deputy secretary-cum-deputy controller of examination Taket Jerang (53); AE exam candidate Thomas Gaduk (26); Jeju Institute teacher Akhilesh Yadav; head assistant and father of Thomas Gaduk, Tanyang Gaduk (57); GPS Tarak Pangin; junior teacher Tama Saroh (53); and courier runner Dilip Saha and three others.Jerang, who allegedly leaked the paper, has been sent on retirement by the Commission.

Chairman of the Commission Nipo Nabam on October 14, had resigned from his post, “owning moral responsibility for the omissions and commissions of the officer of the commission” who was responsible for ensuring secrecy and prevention of leakage of question papers.
After a lot of hue and cry,  the case was handed over to CBI in last days of October and since then many engineers were arrested by joint investigation conducted by SIC Special investigation team and CBI officials.

Arunachal Home Minister Bamang Felix and spokesman Mla Nyato Rigia urged ANSU to withdraw the bandh call and mentioned the step taken by the Government. 

Earlier on December 3,  thousands of youths,students took part in a mass referendum rally at capital Itanagar against the APPSC Paper leakage scandal.


Organized by All Nyishi Students Union against the infamous Question paper leakage scandal in Arunachal Pradesh Public Service Commission APPSC which is been investigated by CBI & till now more than 25 accused got arrested.The mass rally started from Dera Natung Government College,Vivekvihar and culminated at Indira Gandhi Park of Itanagar.

The main charter of demands of ANSU are

1.The Chairman,Secretary,members& all other officials of APPSC from 2014 to 2022 must be immediately brought under the purview of investigation.If any discrepancies are reported ,arrests must be done immediately.

2. Immediate constitution of Fast Track court for prosecution of all the accused involved in the APPSC Paper leakage scams.

3. Immediate Endorsement of ED(Enforcement Directorate) and court monitored probe and also immediate seizure of assets/properties of all the accused and the incumbents of APPSC along with their kith & kins.

4.Immediate disclosure of the status of the various departmental enquiry reports initiated so far against the various suspended or arrested officials and subsequentDismissal/Termination thereof.

5. Immediate disclosure of the three members committee report.

6. Suspension of all the Upcoming examination till the completion of investigation process and Endorse UPSC to conduct the upcoming examination till the completion of investigation process.

7.All the higher officials above the rank of deputy Secretary must be investigated and arrested from 2014 to 2022.

8.Any examination conducted by APPSC,if found to be involved with malpractices like Paper Leakage scams must be immediately declared “Null & Void”.

9.Inclusion of two members from the Aspirants in the preparation of SOP of APPSC.

10. Immediate Legislation and Implementation of Whistle blower act with Special Provisions for the protection and rewards of the whistle blowers.

11.Justice for Miss Mudang Yabyang (Pwd deprived candidate)and the streamlining of Selection Criteria for Pwd candidates.
