Mizoram Chief Minister Lalduhoma stated that the Assam Rifles will soon be vacating their battalion headquarter at Aizawl and shift to Zokhawsang.
Speaking to the press at the Chief Minister Conference Hall this evening, Lalduhoma said that a Memorandum of Agreement (MoA) for relocation of Assam Rifles to Zokhawsang was signed on October 23, 2024 @7PM at Mizoram House, New Delhi.
The signatories to the agreement are Vanlaldina Fanai, ICAS, Commissioner & Secretary to the Govt. of Mizoram, GAD and Lt. General Vikas Lakhera, AVSM, SM, Director General of Assam Rifles. The two signed in the presence of Chief Minister Lalduhoma, and the witnesses to the agreement are Lalrinawma Khiangte, Under Secretary to the Govt. of Mizoram & PS to Chief Minister and Col. Navjot Singh, Resident Director, Assam Rifles.
Lalduhoma stated that the Memorandum of Agreement will come into effect from April 1, 2025; and that construction of necessary facilities at Zokhawsang are still left to be completed.
According to the MoA, the Assam Rifles will continue to occupy the following
1. HQ 23 Sector/ Mizoram range: which is 95.88 acres
2. DIG Residence: which is 0.850 acres located next to the Southern Gate of Raj Bhavan
And the following places will be vacated and hand over to the Government of Mizoram
1. Chitte River (Dhobi Nallah): 62.8 acres
2. Church Area and Assam Rifles Church: 0.63 acres
3. Land and all movable and immovable assets at Babutlang, Zarkawt: 0.453 acres.
After completion of the current Academic Session i.e April 2025, the following places will be handed over by Assam Rifles to the Government of Mizoram
1. Lammual/ AR Ground and its surrounding places of 25.94 acres that include the Main Barrack Complex, Unit Hospital and AR Ground.
2. Land & Building: 1.1 acres of the Loch House, the residence of Battalion Commandant
3. Quarter Guard Hill Complex, a14.5 acres including all quarter guard hill and all the buildings.
4. School Area: a 1.00 acres including school building.
5. War Memorial & Mandir: a 0.78 acres land.
The Government of Mizoram will pay a depreciated cost to Assam Rifles by April 2025; and all the places handed over by the Assam Rifles to the Government of Mizoram will be reserved for public purpose under Mizoram (Restriction on Use of Transferred Land) Act, 2022.
