All You Need to Know About PM-DevINE: Transforming Northeast Development

New scheme announced in Union Budget 2022-23 with an initial allocation of Rs 1,500 crore.Includes an initial list of projects (Annexure-A).

Introduction of PM-DevINE Scheme

Aims at rapid and holistic development of the North-East Region.Focuses on funding infrastructure and social development projects based on the felt needs of the States.Strives to fill gaps in various sectors without substituting existing Central and State Schemes.

Objectives of PM-DevINE Scheme

Empowered Committee formed under the chairmanship of the Secretary, Ministry of DoNER.Committee screens, appraises, and recommends project proposals for implementation, also monitoring progress.

Institutional Arrangement

Guiding principles for projects include a maximum and minimum sanction amount, avoidance of long-term benefits, and SDG alignment.State governments and Central Ministries propose projects; Concept Papers include SDG justification.

Identification and Formulation

Empowered Committee appraises and recommends projects to the Minister in-charge for approval.AFS issued after approval, and token amount released for project sanction.

Sanction of PM-DevINE Project

Projects awarded through competitive bidding on EPC mode for timely completion.Incentives and penalties based on project implementation record.

Implementation of Projects

Funds released in installments based on project progress and utilization certificates.Completion certificate and utilization certificate required for final fund release.
